shutdown/restart probs in win98

hi my win98 doesnt shut down /restart when i use those commands from the start menu. any help?

and, the system hangs everytime i launch a new prog.

I didn't know there were commands for that in 98.. try reinstalling/reformatting or getting 2k/xp
