Default Giving Users Internet Access

Ok I have Finally been able to create a script and connect
to the internet via a pppd connection. Right now I am using
lynx to write this question. So here it is
when I log in my linux box as another user other than root I
would like to be able to have that user use that pppd to
connect to the internet without logging in as root to do it.
But the message I get is something about setuid-root, sorry
I don't remember the exact message. So hoe do I get other
users to use that connection without any problems?
