Default Configure transition effects for Windows XP

On the Display properties - Advanced Tab - there's an 'Effect' button

Could someone pls explain what the parameter: ' Use the following transition effect for menus and tooltips' is supposed to do . I have tried both options available 'Scroll effect' and 'Fade effect' without any difference

Tooltips are the little yellowish bubbles that appear when you hover over something for a few seconds. If you have the fade effect turned on they will fade from transparent to full color. If you have scroll turned on they will appearch to scroll out of a slit in the screen.
