I don't exactly get what it's supposed to do, other than apparently speed up your computer.  Is it a hack of Windows, kind of, that gets rid of nearly everything?

It doesn´t really get rid of much I can start any program
I want to run (even control panel) the shortcut on top
bar a oneclick buttons just like the ones at the bottom of
w98.
