I really don't think there'd be enough discussion about cooling itself to warrant a forum devoted to cooling.  I think it fits nicely in with case mods though, becaus a lot of case modding is cooling-reated already.  If we get that much traffic in there, that it just becomes overwhelming, we'll reconsider, but I think it's good for now.
