How to restrict access to start menu, programs, &

I've encountered NT workstations that have almost nothing on the desktop and limited programs or shortcuts on the start menu along with no link to the run command and right-clicking is disabled. These were often public computers like at a library, university, etc.

My question is how can I do the same thing on NT? I don't suppose that there is some NT admin tool that simply does all that, right? Would I need to modify registry entries, etc. And is the procedure any different on Windows 2000?

In W2K create a group policy by going to start/run type in mmc and enter. then add/remove snap in and choose group policy. then cruise down to configuration  settings and explore the available settings.
