Regen32 has caused an error

Help.....recently had new pc built and Win ME installed, all worked fine for 3 days, but upon shutdown the error msg Regenv32 has caused an error in Regenve32EXE Regenv will now close........this leads to boot probelms on restart, programs refusing to run and heaps of other error msgs, can somebody help resolve this? I tried running system restore, prog wanted run, msconfig suffers the same fate........help !!!!!!!!!!!!! btw, thx if you can help me resolve this headache
