Need new/quieter HSF

Right now i'm usen a cheap vantec hsf rated at 3 ghz.. i'm only usen 2.4 though.. i dont think its coolen well enough because as i'm typing this its at 98 and stressed as high as 120.. also its like 99999 decibel.. whats your pick for an economical/quiet/ice cold hsf?
