anyone know a program to control my cpu fan speed?

Software controlled??? Don't think that's possible.

Plenty of hardware out there. I use the Vantec Nexus Multi-function panel to control my CPU fan speed.

some new mobos have bios controlled 3 pins
such as the Asus Qfan technology

... as far as I can tell, any fan can be controlled via the Nexus. It has all the hardware you need.
