Ftp and firewall

i dont think there is a ftp to http transfer!
my network has a firewall which limits the bandwidth for an ftp transfer.
i get and average of 100kbps+ for and http transfer but for ftp it is usually less than 0.1kbps!!!
I am in thinking that the the firewall looks at the port 21 of the host and then controlls my bandwidth.
I dont think using a proxy had helped me. and
i am not wise enough and dumb enough to hack the firewall.
and i am also in the thinking, this is how they keep p2p application in check.
people cant access my site that i host using apache, no internal ip accessing from outside the FIREWALL!

I am looking for a smart solution, any one ever faced with this challenge, enlighten us all, please.

hey, i am sorry i didnt make my self clear
My network administrator has limited or controll the bandwith that we receive while downloading files over ftp. But not while downloading/viewing using http.
I was just wondering if there was a way to download a file on the net (ftp site) using a http connection.

and also, i have a website inside the campus. People on the network can access it but not outside the network/internet. A firewally stops direct connection to internal ip.

is it possible to use an http proxy in an ftp client?

or somehow tunnel ftp through http?

i'll ask some people later if they have an idea on how to do it
