We'll take it into consideration, but I don't think we'd get enough discussion in it to warrant an entire forum for it. Right now the forum "Software - Applications, Programming, and Games" encompasses the topic. It doesn't seem like there's enough discussion devoted to PHP to properly sustain a dedicated forum for it.
