my computer is screwed
 

my computer wont shutdown or restart properly. I tried a bunch of tune up programs and registry fixers but it seems to freeze on the wallpaper everytime i try to restart or shutdown I am using windowsME I don't know enough to figure it out. Please help!!!

1.Windows ME is by far the worst m$ os out there
2.Start in safe mode (push f8 at boot) and backup your files and reformat and use 98 or xp
3.Dont restart or shutdown correctly

What changes to ur comp have u made recently?
