Running xp and 98 on same machine

I am about to reformat my C drive. I would like to run both Windows xp and Windows 98 from the C: drive. What is the best way to do this?

make 2 partitions (one fat 32 and one ntfs) install 98 first on the fat32 then install xp on the ntfs
