Default /dev Permissions

Hello again. I do have my books but they don't explain this.
I have my files set up like this

-rw-r--r-- root users time audio
-rw-r--r-- root users time audio1
-rw-r--r-- root users time dsp
-rw-r--r-- root users time dsp1
-rw-r--r-- root users time mixer
-rw-r--r-- root users time mixer1
-rw-r--r-- root users time sequencer

All of that is set up for my sound to play x11amp
after this is set up I take and run startx as root and run x11amp to get the config file. but when I try to copy the config files to the /home/users directory it resets my dev/.x11amp to the original

-rw------ the user who copied

after that I spend a lot of time trying to get the sound to work

Can anyone tell me how to copy the .x11amp/config to other users and run x11amp without changing the
/dev/audio1
/devaudio
/dev/dsp1
/dev/dsp
/dev/mixer1
/dev/mixer1
dev/sequencer

default permissions of -rw-r--r-- ?

I need help here
