First of all, you need to decide on a service provider. After you've done that, you need to see if your location qualifies. This is usually done by an initial test of your telephone number. After that, a service tech will normally come out and physicly test the line. If all is good, you will either have a self install kit sent to you or a service tech will come and do it for you.
The important thing you might want to consider when getting DSL is what kind of 'modem' you want (if your service provider gives you the option). There are basicly three types of modems you can get. PCI, external USB, and external CAT5 capable (connects to the PC via a network card).
Any of the three mentioned devices should work with Win98 provided your using Win98se (for USB support).
