Well found the permissions tab in regedt32 and set all users to full control, but unfortunately this made no change, still will not keep changed settings. I am going to attempt to install it one more time with the hdd in a mobile tray and then I will attempt it directly connected to the ide cable (without the mobile rack). I will post my results.
