If your ISP doesn't allow you to run web server software, they stop you by blocking port 80. This can be circumvented with Apache by going into the httpd config file and changing the line that says "Port 80" to "Port 60" or some other port. Just make sure you choose a port that you don't use! The ISP I am going to be using in the near future blocks port 80 as if they think they can stop me >
