Actually if you want max frames, you'd want to put it to 101, no one is CS wants something under it, they feel it's not as good. Even though 60 FPS is the only visable frames per second of the human eye, above it is just numbers.

I agree, but a lot of people I talk to believe
they can see the difference between 998 and 999 FPS...
