Default internet connexion fails

First : when Windows begins, Norton puts an error message telling that it's unable to perform Email protection . Second : when the connexion with modem is on, I can't open any web page ; instant message software do not work, p2p can't open ; outlook express cannot get emails and puts the error message 0x800CCC40 ; that message means : Winsock errors :
0x800CCC40 WINSOCK_WSASYSNOTREADY Network subsystem is unusable.
I have Windows 98 2nd ed. ; I re installed windows and Norton , and the trouble still is there.
Norton did not find any virus.
It's only an internet access trouble : the pc works well .
What can I do ?

Disable norton and try, may help, probably won't. Make sure you have your modem drivers installed properly and that the card is seated well in the mobo. If that doesn't help check back with us.

I found the solution

All the trouble is due to Spyware NewdotNET
In order to restablish the network subsystem, go & see these webs :
