Default A7V600 Problem....kind of Weird

Just built a new machine for a friend based off this board with a Barton 2500+. When you power-up the cpu fan spins for about 2 seconds, then spins again for 2 seconds or so and stops. Motherboard power light is on, no periferals installed gives same result. Ram was checked and is good. Pulled everything and place mobo on cardboard plate to test for shorts, same result....any ideas? Thanks in advance.

I was going to say bus speed incompatabilities, but your mobo is infact 400MHz.. I'd RMA, id think its the board thats wrong.. But wait first to see if any other techies think otherwise...
