Default FTP 'LIST' command displays nothing under Windows

When connecting to a particular FTP server using a Linux client, everything works fine including the LIST command (ls send list to server). However, with any FTP client I've tried on Windows, everything works *except* the LIST command which won't return any data. I need to use PASV mode for this server, but in either mode there is the same problem.

Any ideas?

ls doesn't work with windows, type dir and you're in biz.
