speckled white bits??

I get tiny white speckles on games (like hl2) like its not colouring pixles with my 9800 XT.
Has the pixel shader packed up and also sometimes i get what looks like polgons heading directly into the middle of the screen.
Is my card packed up I've got the latest drivers and I've even formatted and flashed the bios any ideas??
Why did i switch from nvid at least with them I didnt have any probs
any help much appreciated
