it can be...

the thermal adhesive can be

heres a quote from their application instructions
Quote:
Even though Arctic Silver Thermal Adhesive is specifically engineered for high electrical resistance, you should keep it away from processor, memory, and motherboard traces, pins and leads. The cured adhesive is slightly capacitive and can cause problems if it bridges two close-proximity electrical paths.

and here is just for the Arctic Silver 3

Quote:
Negligible electrical conductivity.
Arctic Silver 3 was formulated to conduct heat, not electricity. It is only electrically conductive in a thin layer under extreme compression.
(While much safer than electrically conductive silver and copper greases, Arctic Silver 3 should be kept away from electrical traces, pins, and leads. The compound is slightly capacitive and could potentially cause problems if it bridged two close-proximity electrical paths.)

I can't believe you're going to trash it, without making a serious attempt to save it.
Douche it well with goof-off, then soak, rinse and repeat several times with Isopropyl, then dry well (hair dryer, or low oven (150ยบ or less for a few hours)) NOT THE MICROWAVE!!
