I'm not entirely sure what you're asking, but I'll try to answer something anyway.
I'm not extremely familliar with Winamp 3 (for reasons I won't get into right now), but I know in Winamp 2 there was an included output plugin called Nullsoft DiskWriter Plugin. This would allow users to convert files to .wav, iirc. I'd suggest looking into something of this nature in Winamp 3.
