conected but still not regestering

yea.. im trying to help my brother fix his computer, he bought a cat-6 cable and when we hook the computer up to the router it says there is activity and that the computer is connected but when we open mozilla or IE it wont connect to the internet? any suggestion will help. even taking a shot in the dark. i have no idea where to start with this.
