ISP Troubles...?

Im currently having trouble with my ISP. I have wireless, but im pinging rates of 1000-2000ms, packet loss averages 25%...closer to 50%...basically its about as close to useless as it can get. In the past they have had performance troubles usually during prime time. About a month ago they claimed a power outage had hurt their equipment. After 2 weeks or so of them claiming to have fixed it..i was getting these ridiculous ping times,and questioned them about it, finally they "realized" they had another problem and currently are claiming that "they ordered parts, the parts are confirmed as being shipped, and should show up sometime soon".theyv been saying this for about 3 weeks now..iv been in the transportation industry for 18 yrs and iv yet to have a delivery that was "sometime soon", as they put it.

What im wondering is there a device/software that can restrict the amount of bandwidth a single user can get at any one time. It sorta seems like if i use it for an hour,with ping rates of 7ms or so, then it basically up and dies and im back to unuseable internet. And thats what has me wondering wtf, it works for awhile perfectly and then all of a sudden nothing, time of day seems to have little bearing on wether its working or not.

Are they full of it about the needed repairs?...Unfortunately they have a monopoly on the area im in, its either them or dial up.So im sorta hooped either way, if they are full of it tho, i do plan on taking my complaints to the govt'l level.

There's all sorts of software(/hardware) to restrict bandwidth, but I'm not exactly sure what you're getting at / why you're asking.

Are you suggesting that they are throttling your connection? Or are you suggesting that they should be throttling everyone's connection, so that a single user doesn't kill your performance? Or are you trying to throttle someone else in your home, or even your own bandwidth, so that your personal connection doesn't get saturated?
