Default Ftp and firewall

hey
i dont think there is a ftp to http transfer!
my network has a firewall which limits the bandwidth for an ftp transfer.
i get and average of 100kbps+ for and http transfer but for ftp it is usually less than 0.1kbps!!!
I am in thinking that the the firewall looks at the port 21 of the host and then controlls my bandwidth.
I dont think using a proxy had helped me. and
i am not wise enough and dumb enough to hack the firewall.
and i am also in the thinking, this is how they keep p2p application in check.
people cant access my site that i host using apache, no internal ip accessing from outside the FIREWALL!
:/
I am looking for a smart solution, any one ever faced with this challenge, enlighten us all, please.
