scanreg/restore in windows xp

Not sure I understand what you mean by 'booted'.  System restore in all Windows vers calls for a 'restart', to reset the registry back to the date you select.
Don't have XP, but it's my understanding you won't have a 'restore calender' to choose dates from till you create the first date yourself.
