Especially since it is free. Power Toys Site, Power Toys Setup, Tweak Ui Setup
I'm assuming that the Power Toys Setup which was supposed to include everything is the older version, because Microsoft took it off their site, and the different components are individual now, and there are some new features like image resizing.

To Scan the Registry in XP
All you need to download is the Tweak Ui Setup. Once you have downloaded it and install it follow these directions:
1. Open Tweak Ui (two methods)
*Open Control Panel, Select "Classic View" on the left, Click Tweak Ui
*Go to Start, Programs, Power Toys for Windows XP, Tweak Ui
2. Click "Repair" in the directory tree on the left of the Window
3. Select Repair Registry and Click Repair Now

That's it!!!

The reason why it is not included in Windows XP by default is simply because the registry in it usually doesn't generate the errors that older versions (excluding Windows 2000) did.
