Were will I find this setting?
Also when the hard drive is connected to the mobo ide
The pc will sometimes boot straight into windows
With out the bit coming up were it checks the ide ports
And when it does do this it says bios is disabled

Sounds as if you have not gone through your bios and set each page as it should be.
I would recommend taking the manual for your mobo, open it to the bios settings.
Go page by page and be sure every setting is as it should be.
After you do this, press escape and then select save and exit.
Your system will reboot and you should be good to go.

I've installed the Sil0680 ATA 133I non-RAID IDE Controller card on my PC(WinXP Home SP2/ASUS P5GZ-MX/Intel Celeron D 3.06 GHz)and attached to it my DVSKOREA DVD-ROM DSR1600H but my computer won't detect the DVD-ROM.
At start-up I get the Press F3 to Enter Configuration Utility>Press F1 to assign first(HDD)set>Sil0680 BIOS identify Drive Number 1 as the DVD-ROM but my computer can't boot from that and Sil0680 won't let me reset it as anything but the boot device.
