The study, performed by Harvard and UC Berkley attempt to answer the question "What makes a website credible?" and then goes on to formulate answers to why people fall for Phishing.
In our opinion people fall for phishing due to a lack of education in online procedures and a failure to maintain awareness about the security of their transactions online. In all fairness however it's very difficult for the average user to stay abreast of the latest scams out there and how to be safe. The paper does imply that the new IE7 is inclined to the same fate.
