like that Alpha and Omega guy said, OC comes into play
overclockability can be a factor as the PCB of other cards may have been different and different ns of ram is used

take a look at this review which side by side compares the ATI 9700 Pro with the PowerColor 9700 Pro Gold
as you see, the P.C. Gold is an OC'ed model
also i think in their benchmark labels, the 9700 is mean to be 9700 Pro by ATI and 9700 pro is suppose to be the powercolor
a little mistake on their part
