Like prometheus said it sound like a networking related problem
u said u did a fresh install?
did you get the problem right after u'r fresh install without u adding any other programs/drivers if so then assuming you didnt alter anything in your bios then your problem is hardware related check your mobo esp to make sure there is no over saturated Capacitors or any other component being burnt.
if however it happens after you've install other software/drivers then it'll surely either be a problem with the drivers for ur communication device(s) and any communication software you may have installed

a precise diagnosis cant be given as the level of detail u supplied is lacking
