Well, it's likely you've already thought of this, but was there anything you did shortly before you noticed the problem (ex. new drivers, delete files, un/install programs, etc.)? Also, make sure you have the latest drivers for your video card. It probably wouldn't hurt to remove your video card from the device manager, and completely reinstall it upon reboot.
Have you isolated it to D3D applications only, or all 3d applications? Try running the direct x diagnostic program (Start -> Run -> dxdiag) and testing direct draw and direct 3d and such. Then, try enabling or disabling those options like texture acceleration, or whatever.

It's obviousely a 2D texturing problem, maybe Only with textures behind Alpha channels. Yes it is isolated to D3D, probaly only applications that use textures behind alpha masks on 2D only.
With GeForce, you're not soppose to take it out of device manager, you're soppose to load Generic VGA Driver, then manually load the new driver. Which is what I did, I got the l8test driver from nvidia. It still does it. I think I might just have to reload windows, but I don't want to

i.e. the game depends on DirectX much. If you have the l8test one, try to reinstall the stable 8 (have no idea how ???).
Anyway try on fresh windowz
What OS you happen to use btw ?

I reinstalled windows, and it's working again. actually better then it was straight out the the last time I reinstalled windows. Last time it had a draw problem that would sometimes put lines in programs, and I think the fault layed in DIB somehow.
