Dunno if there is a program that will update the software and hardware to the latest versions.... However, I can tell you what I do.

I keep a directory on a seperate hard-drive with all updates on it. When I re-install, I go to that directory and update everything.

Hope this helps.

Windows update will tell you about some driver updates...otherwise I think you're kinda on your own. I know a lot of manufacturers keep a page with driver updates for all the hardware in pre-configured systems...you just tell them your serial number or model number, and it gives you all the latest drivers...

I know CNET had a peice of software that was designed to keep software up-to-date. It checked up on all your programs and stuff and showed you exactly what updates you needed... I just can't find it anywhere. You might consider emailing them to see if they still might offer it. Keep us posted.
