HDTune benchmarks the disk to and obtains transfer rates and shows the Minimum, Average and Maximum transfer rates during the benchmarks along with its Burst rates.

If any of the "Burst" rates fall below the maximum values there maybe a configuration issue, during our tests we used "Optimize for Performance" as the drive policy on all our tests.
